Those flakes appearing on your shoulders are sometimes the medical result (depending on the nature of the condition) of a skin condition known as seborrheic dermatitis, which is a type of eczema of the face and scalp. It results in red, itchy skin but is best recognized by the scaly flakes of skin that tend to fall from the scalp and out of the hair–the stuff we recognize as dandruff.
