You can buy organic ACV that includes the mother (which is the whole point) from Australian Organic Products. They have many different brands and different sizes ranging from 500ml to 9L containers. I get it delivered here in Melbourne for just $6 from them, but they also deliver Australia wide for only $9.95.

UPDATE AVAILABILTY (2015).
Big C in Bangkok carries the famous "B" brand of ACV as well as a cheaper pasteurised French ACV (80 baht a litre).
Max Valu stores are carrying it, as is TOPS.
The price is ridiculous compared to how much I paid in The Philippines but at least we can get it in Bangkok now.

Jake...ACV is effective even without the mother. That is available most everywhere in Europe. So if you cannot find Apple Cider Vinegar with mother...try without... It will do the job...reflux etc etc.

Apple Cider Vinegar is Just water and Acetic Acid (CH3COOH). All fermentation does not have to produce Alcohol.
Yoghurt and Saurkraut fermentation does not produce alcohol.
